Regulated rent zones in Trieste: find yours from the address

Regulated rent (canone concordato) depends first of all on where the home is. Trieste is divided into four zones, but the two agreements in force draw them differently: the same home can be in zone 1 under one and in zone 2 under the other. Here you can find your zone from the address, and where the boundaries come from.

Find your zone from the address

Type the street and house number, or tap the map where the home is. The answer gives the zone under the 2025 agreement, with the OMI zone it comes from, and the zone under the 2022 agreement, with its colour. With the two buttons above the map you choose which zones to see: the 2025 ones or the 2022 ones.

We find the zone for you, under both agreements. You can also tap the home on the map.

2025 agreement: the zone comes from the OMI zones

The Agenzia delle Entrate divides every municipality into OMI zones (OMI stands for Osservatorio del Mercato Immobiliare, its property market observatory): these are the zones in which it publishes house prices. Trieste has eleven, each with a code and a name. The 2025 agreement groups them into four homogeneous zones (art. 5):

Trieste’s OMI zones and their homogeneous zone under the 2025 agreement (art. 5)
OMI zoneDistricts (OMI wording)2025 zoneMaximum, high band

D1Periferia sudZone 48.80 €/m²
R1Borghi dell'altipianoZone 48.80 €/m²
The “Centro urbano” (city centre, B1) is zone 3, not zone 1. On the boundary between two zones, or where in doubt, the zone with the higher maximum applies.

Two things surprise people who know the city. The Centro urbano (B1) is zone 3, while the Centro storico (historic centre, B2), San Vito (C1) and the strip of Barcola, the Costiera and part of Gretta (D3) are zone 1. And Opicina (D2) is zone 3, together with Cologna and Roiano, while the villages of the Karst plateau (R1) are zone 4.

The zones are ranked by value: in every band the maximum of zone 1 is the highest and that of zone 4 the lowest. The minimum, on the other hand, is the same everywhere. The figures are in the article on the tables.

A doubt in the text

The agreement says that the OMI zones are “merely a technical support criterion”. Yet it gives no other map and no list of streets: in practice the OMI zone decides the zone. The eleven OMI zones of the second half of 2025 are exactly the eleven listed in the agreement.

On the boundary, the higher zone applies

Art. 5 of the 2025 agreement says that if the home is “on a boundary between two Homogeneous Zones”, or some uncertainty remains, the zone “with the highest maximum value among those potentially applicable” applies. Since the maximums go down from zone 1 to zone 4, in practice the lower number applies: between zone 2 and zone 3, zone 2.

It is a rule that raises the possible rent. Our map applies it when the home is within 10 metres of the boundary with a higher zone, or at a point where the OMI zones overlap or leave a small gap. But an address found on a map can be a few metres off, and if your home is right there it is worth asking whoever issues the certificate to confirm.

2022 agreement: four colours, street by street

The 2022 agreement does not use the OMI zones. Its four zones are described in words in Annex 1 and drawn on the maps the City publishes: zone 1 lime green, zone 2 blue (“light blue” in Annex 1), zone 3 pink, zone 4 ochre. In short:

  • zone 1, lime green: most of the centre, “approximately” the 4th and 5th circoscrizioni, the city districts (Città Nuova, Barriera Nuova, San Vito, Città Vecchia and part of Barriera Vecchia);
  • zone 2, blue: the strip of Roiano, Gretta, Barcola, Cologna and Scorcola; plus two separate areas, one in Barriera Vecchia (between via Vasari, via Rossetti up to the Fiera and viale Ippodromo) and the district of Opicina. Via Scala Santa is zone 2 too;
  • zone 3, pink: roughly another part of Barriera Vecchia, San Giacomo, San Giovanni, Chiadino and Rozzol, part of Servola, Chiarbola and Valmaura, and the San Sergio district;
  • zone 4, ochre: the Karst plateau and the outermost parts of the city, except the blue island of Opicina.

The boundaries, says Title A, point 2, run “along the centre line of the various streets”: the two sides of a boundary street can be in different zones. For 2022 we have not found a rule like the 2025 one for doubtful cases. On the zones, the record of 23 January 2023 corrected only one point: vicolo degli Scaglioni 24/26 moved to zone 2.

In a few places the text and the map do not match: some houses on the edge of Opicina are zone 2 in the text and ochre on the map; the area between via degli Apiari and via dei Mirti is pink in the text and blue on the map; via Scala Santa, all zone 2 in the text, is partly ochre on the map. If you search for the address, our map gives zone 2 to the whole of via Scala Santa, as the text does, and at the other points it shows both possible zones; if you tap the map, it follows the map sheet. At these points it is worth asking the certifying association which zone it applies.

Why the two zonings do not match

The 2022 agreement follows city districts and streets, the 2025 one the Agenzia delle Entrate’s price zones. We tested our map on more than 32,000 house numbers in the municipality: only about one in three has the same zone number under both agreements. Some examples, from addresses we have checked:

  • Barcola, Grignano, Miramare and part of Gretta: zone 1 in 2025 (OMI zone D3), mostly zone 2 in 2022;
  • Strada Costiera: zone 1 in 2025 (D3); in 2022 the first stretch, on the Grignano side, is almost all zone 2, the rest zone 4;
  • Centro urbano (B1): zone 3 in 2025; in 2022 almost all zone 1 or zone 2;
  • Roiano and Cologna (C3): zone 3 in 2025, zone 2 in 2022;
  • Opicina (D2): zone 3 in 2025; in 2022 the district itself is zone 2, the surrounding area zone 4;
  • Chiadino, Rozzol, Guardiella and San Giovanni (C4): zone 2 in 2025, mostly zone 3 in 2022;
  • San Giacomo, Servola and Chiarbola (C2): zone 4 in 2025, mostly zone 3 in 2022;
  • Centro storico (B2) and San Vito (C1): zone 1 both times; villages of the Karst plateau (R1): zone 4 both times;
  • viale dei Campi Elisi, next to San Vito but in OMI zones C2 and D1 for the Agenzia delle Entrate: zone 4 in 2025, almost all zone 1 in 2022.

Note: the zone number alone does not tell you which agreement pays more. Each agreement has its own values, its own way of counting square metres and its own increases. To compare properly you need the full calculation, as in the worked example.

Checking the OMI zone on GEOPOI

GEOPOI is the Agenzia delle Entrate’s map of the OMI zones, named in the agreement itself together with the “OMI Mobile” phone app. To check the zone of your home:

  1. open GEOPOI: the map opens on Rome; the site is in Italian;
  2. in the menu, under Ricerca (search), choose “Ricerca per indirizzo” (search by address) and type street, number and Trieste;
  3. under Livelli (layers), switch on “Visualizza zone OMI” (show OMI zones): the zone boundaries appear;
  4. under Semestri (half-years), check the period: our map uses the second half of 2025;
  5. click on the point where the home is: the OMI zone box opens, with its code (a letter and a number, for example C3); the prices next to it are market prices and you do not need them;
  6. with the code, the table above gives you the zone under the 2025 agreement.

Which zone applies to your lease

The 2025 zone with the 2025 agreement, the 2022 zone with the 2022 agreement: they are not mixed. A lease signed between 15 December 2022 and 15 December 2025 stays on the 2022 agreement, and on its zones, until it expires, even if it renews automatically. For a new lease, as we read the texts, you can choose between the two agreements: only one, in full, with the certificate from an association that signed it or has adhered to it. The article 2022 or 2025? explains how.

Frequently asked questions

How do I find the OMI zone of my home?

With the map on this page, or on GEOPOI, the Agenzia delle Entrate’s map, or with the “OMI Mobile” app: search for the address, switch on the OMI zones and read the code. The table of the 2025 agreement turns the code into a zone from 1 to 4.

My street is split between two zones: which one applies?

Under the 2025 agreement, if the home is on the boundary or there is uncertainty, the zone with the higher maximum applies, that is the one with the lower number. Under the 2022 agreement the boundary runs along the centre line of the street, and the two sides of the street can be in different zones. If in doubt, ask whoever issues the certificate of compliance to confirm.

Which zone are Opicina and the Karst in?

In 2025 Opicina (OMI zone D2) is zone 3 and the villages of the plateau (R1) zone 4. In 2022 the Opicina district is zone 2, blue, and the rest of the plateau zone 4, ochre.

Are the 2022 and 2025 zones the same?

No. They have the same numbers, from 1 to 4, but different boundaries: on our map, only about one house number in three has the same zone under both agreements. Barcola, for example, is zone 1 in 2025 and zone 2 in 2022.

The home is in Muggia or Duino Aurisina: do these zones apply?

No. The agreements we describe apply only within the Municipality of Trieste: a home in Muggia or Duino Aurisina follows the rules of its own municipality. If your home is there, leave us your details and we will check which agreement applies.
