Regulated rent in Trieste · The tables
Regulated rent tables in Trieste: the values per square metre
Each agreement has its own table: it says how much a square metre of rented home can be worth, at the minimum and at the maximum. Here you will find the tables of the two agreements in force in Trieste for regulated rent (canone concordato), the coefficients for counting the square metres and the increases. And why you cannot put them side by side and compare them at a glance.

How to read a regulated rent table
Regulated rent is not a fixed price. It is a range: a minimum and a maximum, and landlord and tenant choose a figure in between. To find it you need the zone of the home, its level (band or sub-band), the weighted floor area and the increases. The table says how much a square metre is worth in that zone and at that level.
The calculation is always the same: value per square metre × weighted floor area × increases. The calculator does it under both agreements; a case worked through step by step is in the worked example.
2025 agreement: euros per square metre per month
The table is in art. 7. There are four zones, and they come from the OMI zones of the Agenzia delle Entrate, the Italian Revenue Agency (see the zones). There are three bands: low, medium and high. The maximum depends on zone and band; the minimum does not, it is the same for all. The text justifies this with “social protection” and “urban cohesion”.
| Zone | OMI zones | Minimum | Maximum, low band | Maximum, medium band | Maximum, high band |
|---|---|---|---|---|---|
| Zone 1 | B2, C1, D3 | 4.20 | 8.00 | 10.30 | 11.40 |
| Zone 2 | C4, C5 | 4.20 | 7.70 | 9.90 | 11.00 |
| Zone 3 | B1, C3, D2 | 4.20 | 7.10 | 9.10 | 10.10 |
| Zone 4 | C2, D1, R1 | 4.20 | 6.20 | 7.90 | 8.80 |
The landlord does not choose the band: a score decides it. You add up the points of the 30 features in Annex 1 that the home has (systems, bathrooms, heating, lift, shops nearby…). Up to 12 points the band is low, from 14 to 18 medium, from 20 upwards high.

2022 agreement: euros per square metre per year
The table is Annex 2. Here too there are four zones, but with different boundaries and a colour each. Instead of bands there are three sub-bands, each with its own minimum and maximum. The values are per year: for the monthly rent you divide by 12. The table does not state the unit, but the figures leave no doubt: read as monthly, even the lowest value (37.04 euros) would give more than 1,800 euros for 50 m².
| Zone | Sub-band 1 | Sub-band 2 | Sub-band 3 |
|---|---|---|---|
| Zone 1 (lime green) | 54.23 – 80.69 | 82.00 – 117.71 | 119.04 – 129.62 |
| Zone 2 (blue) | 50.26 – 80.69 | 82.00 – 107.13 | 108.46 – 113.75 |
| Zone 3 (pink) | 44.97 – 72.75 | 74.06 – 87.29 | 88.62 – 99.20 |
| Zone 4 (ochre) | 37.04 – 49.13 | 50.26 – 64.82 | 66.13 – 85.98 |
| Zone | Sub-band 1 | Sub-band 2 | Sub-band 3 |
|---|---|---|---|
| Zone 1 (lime green) | 55.71 – 82.89 | 84.24 – 120.91 | 122.28 – 133.15 |
| Zone 2 (blue) | 51.63 – 82.89 | 84.24 – 110.05 | 111.41 – 116.85 |
| Zone 3 (pink) | 46.19 – 74.73 | 76.07 – 89.66 | 91.03 – 101.90 |
| Zone 4 (ochre) | 38.05 – 50.47 | 51.63 – 66.59 | 67.93 – 88.33 |
The sub-band is not set by a score but by a list in Annex 3, with three groups of features: A, the essential services (electricity, water, gas, a complete bathroom); B, kitchen, lift, drains, heating and double glazing; C, everything else, from a second bathroom to a garage, from a balcony to a cellar. The rules:
Sub-band 1
If even one of the type A features is missing (unless it is replaced by another suitable technological feature); or category A/4 or A/5 (unless the building was fully renovated in the last 10 years, the individual flat was fully renovated in the last 5, or the flat is in zone 1); or heating by a SINGLE STOVE for the whole flat (unless there are at least four type B features); or, even with all the A features, fewer than three type B features.
Sub-band 2
All the type A features, at least three type B features and fewer than four type C features.
Sub-band 3
All the type A features, at least three type B features and at least four type C features.
A special case: if the home has no bathroom inside the flat, the range runs from the minimum of sub-band 1 for its zone up to 10% more.
The 2022 tables updated for ISTAT inflation
Title A, point 4 of the 2022 agreement allows the minimums and maximums to be updated every year, for new leases, by up to 75% of the price change calculated by ISTAT, the national statistics institute. Confappi, one of the associations that signed the agreement, publishes the tables updated to October 2023, 2024 and 2025. The October 2025 one is the second table above: about 2.7% higher than the original.
One doubt remains. The City publishes only the original table, and we do not know whether all the 2022 associations use the updated one, or since when. It matters for the minimum too: with the updated table that goes up as well, and a low rent can end up below the range. Before setting a rent close to the minimum or the maximum, ask the certifying association which table it applies.
The 2025 agreement, by contrast, does not provide for updating its table. The ISTAT update of the rent of a lease already running is a different matter: see the article on renewal and ISTAT.
Why the two tables cannot be compared at a glance
Putting them side by side does not work, for five reasons:
- Month against year. The highest maximum in 2025, 11.40 euros per month, makes 136.80 euros per year. The highest maximum in 2022, in the original table, is 129.62 euros per year, that is about 10.80 per month.
- Different zones. Zone 1 in 2025 is not zone 1 in 2022: the same home can have two different numbers.
- Different square metres. The two agreements count balconies, cellars and garages differently: the same home has two weighted floor areas.
- Different levels. The 2025 score and the 2022 sub-bands do not put the same home at the same level.
- Different increases. In 2025 the energy class counts, furnishing up to 22% and a transitional lease up to 20%; in 2022 furnishing is worth up to 15% and a transitional lease up to 5%.
At the bottom things change too: the 2025 minimum, 4.20 euros per month, makes 50.40 euros per year; in 2022 the lowest minimum (zone 4, sub-band 1, original table) is 37.04 euros per year. The result is that for some homes the 2022 agreement pays more, for others the 2025 one. To compare them properly you need the full calculation under both.
The weighted floor area
The table values are multiplied by the weighted floor area. You start from the net floor area, the floor inside the home, without the walls, and add part of the square metres of balconies, cellars, garages and garden. The coefficients of the two agreements:
| Item | 2025 agreement | 2022 agreement (zone 1 / 2 / 3 / 4) |
|---|---|---|
| Home, net floor area | 100%; under 45 m² +20% (up to 49.50 m²); from 45 to under 65 m² +10% (up to 65 m²) | 100%; under 60 m² +10% (up to 60 m²) |
| Balconies and terraces | 35% | 25% |
| Cellar, loft | 60% | 25% |
| Garage | 90% | 100% / 70% / 50% / 50% |
| Covered parking space | 80% | 80% / 60% / 40% / 40% |
| Open-air parking space | 60% | 60% / 40% / 30% / 30% |
| Private garden or courtyard | 20% | up to 15% |
| Shared green space (share in thousandths) | 15% | up to 10% |
In 2025 the garden and the shared green space count only up to the floor area of the home (art. 6). That limit can be read in two ways. Our calculator uses the reading that gives the lower figure: with a large garden, ask the certifying association.
Increases and reductions
The increases are added to the table range and the reductions taken off. In 2025 they are in art. 9: they are “all cumulative”, they are added together, and the total is applied once only to the minimum and the maximum. The landlord may choose not to apply the increases; the reduction for class G is mandatory.
| Item | How much | For which leases |
|---|---|---|
| Listed building, or cadastral category A/1, A/7, A/8, A/9 | up to +8% | all |
| Fully furnished (all the main rooms; kitchen with oven, hob and fridge) | up to +22% | all |
| Partly furnished (at least one main room) | up to +15% | all |
| Term of 4 · 5 · 6 or more years | +5% · +8% · +12% | standard tax-advantaged leases only (3+2 and longer) |
| Valid APE in class A or B | +12% | all |
| Valid APE in class C or D | +7% | all |
| Return from tourist or short lets in the previous year | up to +20% | standard tax-advantaged leases only (3+2 and longer) |
| Transitional lease | up to +20% | transitional leases only |
| Students, lease over 18 months | up to +10% | university student leases only |
| APE in class G | −10% | all — mandatory |
In 2022 there are fewer increases and almost all are smaller; the one for special value, on the other hand, goes up to 20%, against 8% in 2025. They are in Titles A (ordinary leases), B (transitional leases) and C (university students):
- furnished: up to 15%, for all leases;
- special value (listed buildings, or properties in the A/1, A/8 or A/9 cadastral categories): up to 20%, but up to 15% in student leases;
- term longer than three years, only in ordinary leases: 4% for 4 years, 7% for 5 years, 8% for 6 years or more;
- transitional lease: up to 5%;
- reduction of up to 20%, if the parties agree: for “particular and verified conditions of the home”, or if the home exceeds 80 m² of net floor area. In 2025 this reduction no longer exists.
The 2022 text says the increases are “cumulative”, but not how: our calculator adds them up, which gives the lower figure. And there is an inconsistency: the request form (Annex 5) speaks of increases “of the maximum level” and reductions “of the minimum level”, while the text of the agreement applies the increases “to the minimum and maximum values”. On these points the reading of the certifying association counts.

Please get back to meFrequently asked questions
Are the values monthly or yearly?
It depends on the agreement. In 2025 they are euros per square metre per month, in 2022 per year: to go from yearly to monthly you divide by 12.
Can you ask for less than the minimum?
No. The rent in the lease must lie between the minimum and the maximum of the band, increases and reductions included: both agreements say so (art. 7 of the 2025 one, Title A, point 5 of the 2022 one). A rent below the minimum is outside the range just like one above the maximum.
And more than the maximum?
No. In a regulated-rent 3+2 lease (three years plus two) the clause with a rent above the agreement’s maximum is void, and the tenant can claim back what they overpaid within six months of handing back the home (art. 13 of Law 431/1998).
Are the tables updated every year?
The 2022 one can be updated, for new leases, by up to 75% of the ISTAT change: Confappi publishes the updated tables. The 2025 one cannot. The rent of a lease already running can be updated for ISTAT inflation, by up to 75%, only if the landlord has not chosen the flat-rate tax (cedolare secca).
With 13 or 19 points, which band am I in?
The text of the 2025 agreement contradicts itself: 13 points are the low band for art. 7 and the medium band for the note to Annex 2; 19 points are in no band under either. Our calculator shows the maximum of both bands. Ask whoever issues the certificate of compliance which one applies.
